Sorry, but rather than jsut having a neglected Maltese, you'll have a neglected Maltese and whatever other dog you get.

Maltese are companion dogs. They are NOT meant to be dumped outside or in the garage. No resposnible breeder or rescue group would have sold ANY type of dog to your parents.

Honestly, unless your parents can start caring for the dog properly, the best thing is to rehome the dog with a family who will. http://www.americanmaltese.org/ama_rescue.htm I know it sucks, but it's really a horrible life for the dog. It makes me very very sad to know that your parents think this is ok.
References :
You are going to buy a second dog to leave out in the garage with your first dog? How will that be a better situation? Find your current dog a home, it's not fair to keep him locked in the garage all the time, and it's not right to get a second dog to have 2 dogs locked in the garage all the time.
References :
with socialization any dog can get along. although I would go with a breed that is around the same size just to be on the safe side. I hope your garage is heated though so your dog is not cold, if you get two dogs will they be aloud to stay in the house? just make sure that your dogs are well taken care of and can't get into anything please(in a garage they can get into ALOT)

EDIT: Does your dog EVER come in the house? If not, than you really shouldn't get another dog, you should find your little dog a home were he can come in and have human contact, a Maltese is a breed that likes to be around humans, they are not a solitary breed, no dog is that is why they live in packs. Please do do the right thing by your dog, at two months your dog needs socialization not isolation.
