Try a dedicated breed rescue. You can usually find reputable breed rescue organisation listed on the main kennel club site.

If you are looking for a slightly older dog then i would advise you to contact the breed rescue which you can find details through the club website which someone else has already posted on here.
They will also advise you of any breeders who may have some dogs in the same age range as what you’re looking for sale – generally which haven’t made it in the ring or many other reasons.
Just make sure you know all about the dog before agreeing to it, you will also be heavily vetted as well to make sure you are suitable one for a Bern and to what Bern in rescue or at the breeders is best suited to you.
There are also the Southern Cali and Northern Cali Bern clubs to contact and their details can be located through the American club site.
When i came over to the States they did end up being helpful and advised of shows on while i was over there.
