How to train toilet habits for pet dogs? Request suggestions from dog-lovers please.?

I am staying in a housing complex consisting of more than 200 apartments. Some of the residents keeping pet dogs come out with their pet dogs and dirty the neighborhood as if it is their birth right. They claim that these pets are as good as their family members. If so, will it not be possible for them to train these pets to use toilets like any other member of their family? Request suggestions from real dog-lovers.

I don’t believe this is possible, with cats yes but some actually want to do it and they also have much better balance.
Now my pets are as good as family members but I also keep them safe by keeping them on a leash while walking and enough sense to know I need a bag to pick up after them. In some parts of the country you can and will be fined for leaving your dogs "business" in someones yard, park etc. Otherwise that is the only mess I can think of and I surely hope you are not suggesting dogs should not be allowed outside to do their business that is just ridiculous! Good luck, maybe try talking to a few of them. You really never know until you try and perhaps they do not realize it is such a nuisance for some.

They could train with a pee pad or litter box method if they have a small breed of dog. You might check and see if there is a city ordinance that requires them to pick up the potty. It really depends on where you live. I have a friend who lives in a condo, and they can get a 75.00 fine for the dogs just running on the grass. I think you might be happier if you found an apartment that doesn’t allow dogs or children.
